With the publication of the Mental Health National Service Framework, and its supporting information strategy, the Department of Health outlined its commitment to the implementation of routine outcomes measures in mental health services from April 2003.

The Routine Outcomes Measures (ROM) project is being taken forward within the remit of the Information and Informatics programme. The project is foundered on the findings of a previous Department of Health pilot study. As a result of this pilot the Outcomes Reference Group sponsored by Louis Appleby produced a best practices guide. The main aim of this work is to support implementation of routine outcomes measurement through the sharing of this best practice.

Project Aims


The scope of the project is across all mental services and across all age groups including children, working age adults and older adults. The project aims to:

  • to oversee the implementation of outcomes instruments in practice
  • to support practitioners, service users, carers, services etc in the gathering, leaning, sharing and disseminating of good/ emerging practice
  • to promote practices (research/ instruments) that improves the experience and outcomes for people who use the service
